Sorry, I’m on the radio right now. More updates at the top of the hour. But Bill Owens looks pretty good to win that seat in NY-23, making him potentially the first Democrat representing that area since Reconstruction.

…The Mayor of Watertown, who endorsed Hoffman, says, “it’s over.” Surprises all over the map tonight.

Meanwhile, Maine’s Question 1 is within 37 votes, at last count…

…The guy with the biggest egg on his face right now? Besides Sarah Palin, Fred Thompson and the entire conservative movement? That would be Anthony Weiner. He was planning to run for Mayor in New York City. Had a campaign all set. Then he begged off when Michael Bloomberg got the City Council to change term limits and allow him a third term. Tonight, Michael Bloomberg barely won over little-known Bill Thompson. Weiner spent months raising his profile in the health care debate. He would have SLAUGHTERED Bloomberg, if tonight’s results are any indication.

…Polls have closed in California, you can find CA-10 results here.

I will say that the turnout in NY-23, for a special election, is astronomical. And Democrat Bill Owens is winning, still, by 3,600 votes with 68% in.

…Corzine has conceded in NJ-Gov. The streak of the opposite party winning gubernatorial races in New Jersey and Virginia the year after the Presidential election continues.

Question 1 in Maine, 38% in (via WSCH6:
YES – 112,112. NO – 112,376.

Could not be closer.

…Incidentally, tonight’s results could be really, really good for health care reform. Garamendi is a hard-core public option supporter, and Owens endorsed health care reform and the public option in the final debate last week. That could be two more votes right there, perhaps enough to get the bill out of the House.

…In NY-23, 71% in:
Owens, Bill: 51,292 (49%)
Hoffman, Doug: 47,219 (45%)
Scozzafava, Dede: 6,012 (6%)

There are a lot of absentee ballots to count – perhaps as much as 10,000 – but I think this one looks very good for Owens. A local NBC station has apparently called it for him.

…Adam Bink is reporting that there’s a very good chance of a recount in the Question 1 fight in Maine.

Phillip Anderson of The Albany Project is calling it for Owens.

Charlotte, NC has their first Democratic Governor in 30 years.

…WCSH is reporting on Facebook that Yes on 1 just took an 8,000 vote lead with 58% in. I’m told that Portland, which went heavily No, may still be out of that count.

…BTW, they dropped the health care manager’s amendment tonight. More on that tomorrow.

…Cue the teabaggers crying vote fraud in 3, 2….

Meanwhile, the latest in Maine is not good. 60% in:
YES 182,360 / NO 171,171

Nobody seems to know if Portland is included in that count. If it isn’t, there’s still a chance.

…85% in, NY-23:
Owens 49%
Hoffman 46%
Scozzafava 5%

Owens is up by 4,400 votes. However there are at least 5,000 absentees outstanding. So even though Owens is likely to win, there will probably be a recount here. As I said, cue the teabagger conspiracy theories in 3, 2,…

Early numbers in CA-10 show a blowout: 28% reporting:
Garamendi 56%
Harmer 39%

That will be pretty much the spread. Harmer won’t beat 40%.

…68% in, Question 1, but an important caveat, from WCSH6:

(68% of precincts reporting) QUESTION 1 – VETO GAY MARRIAGE YES 206,401 / NO 191,997…However, we’re hearing both South Portland and Portland are not in. That’s very important for the no side.

We’ll see if it’s enough…

…OK, I’m wrapping it for the night. If you have info, be sure to put it in the comments. But in the end, I think you see a draw tonight. Wins for Republicans in the Governor races, Democrats in Congress, and a draw in Maine with a recount expected. And lots of other interesting tidbits as well. We’ll have a full report in the morning.

NY-23: National networks call the race for Democrat Bill Owens. Teabagger FAIL.

CA-10: The race is called for John Garamendi. CDP Chair John Burton sends along this statement:

“On behalf of the California Democratic Party, I congratulate Congressman-elect John Garamendi on his special election victory today.

“Garamendi will serve the people of the 10th Congressional District well as he works with President Obama to pass critical legislation promoting economic growth and job creation, overhauling the health care system and curbing climate change.”

Question 1: Yes on 1 is declaring victory. No on 1 is not conceding, saying the race is too close to call and they’re still counting. The last count I saw had the Yes side up by 23,000 votes.

…Looks like marriage equality has been struck down in Maine. Yet the “everything but marriage” domestic partnership referendum in Washington state appears to have been narrowly approved. Apparently the word “marriage” costs you the votes needed to win. Sad.

And from my view, Maine ran a far better campaign than in California, and yet both of the measures lost by roughly the exact same amount – 52-48.
