The House of Representatives is voting on the rule right now. It’s expected to pass. The rule includes two amendments: the Republican substitute health care bill, and the “Stupak Amendment,” which would effectively ban private insurers and the public option from providing coverage for abortion services in the individual and small group market (and eventually everywhere, as the exchanges will over time be open to large employers, too).
Right now there are only 2 Democratic no votes on the rule. Apparently getting a vote on that amendment is enough to get the anti-choice Democrats to allow the bill to come for a vote.
Asked about the Stupak amendment and whether or not it will pass, Majority Whip James Clyburn said today, “We’ll see.”
UPDATE: The rule just crossed the 218 barrier required to pass. So far 8 Democrats have voted no. This bill will come to the floor.
This is not over, of course. There’s still the major fight on the Stupak amendment and the vote on the final bill.
UPDATE II: President Obama is speaking now, praising the vote in the House of Representatives today. Will he even discuss the Stupak Amendment? No. He makes a passing reference to how “the bill is not perfect” and doesn’t give anybody all the things they want.
(Final vote on the rule is 246-187, with 10 Democrats voting no, and no Republicans voting yes. Two Democrats have not voted. Will get the names of the 10 Dems when they are released.)
UPDATE III: The first rule vote I referenced above was a vote to reorder the rule (essentially to open it for amendments). The final rule vote was 241-192, with 15 Democrats voting no. Here they are:

As I understand it this vote was procedural: Will we allow Stupak’s amendment to be offered?
There will be another vote to accept or reject the amendment later in the day. Which Democratic representatives can we get to vote to reject te amendment?

You’re right on the process — now the House will take up Stupak’s amendment.
As for whipping them, it’s out of our hands. They’ll be talking to each other and talking to their staff members, but they’re not checking their emails and faxes and phones.
Ugly thought:
Stupak passes, subsidized plans cannot cover abortion services.
Demand for abortion doesn’t dry up, so supplemental insurance coverage for reproductive health is marketed to reproductive age women. Operation Rescue gets a new target.
Like I said this is ugly. Reproductive health is an essential part of health care.
How do we make this happen?

FWIW, I just called Eshoo’s office – she will be voting against Stupak’s amendment. I asked her to help whip any colleagues that may have voted yes on the Rules that could be persuaded to vote no to do so…

our medicare payments are being raised because we don’t get social security.
this is a recent development, cause the mr.’s bill hasn’t risen yet, only mine, and everyone thought it was a mistake at 1st.
we spent half a day finding this out – had to drive into the city, because no one in the SS office answers the #&* phone.
if you press a random key like “#” though, someone eventually answers, ’cause that doesn’t fit their computerized “whutz-up” programming thingie.
(our dear sonny taught us that trick, heh)
so the person who eventually answered the phone said to call the non-operational number, because that’s the only number for the office.
while standing at the counter watching SS office workers puzzling over our billing papers, i mentioned that i had sent our distinguished Senator Voinovich a letter urging him to watch carefully what his fellow Senator Sherrod Brown does, and copy his every action right up till his own retirement day.
the armed and presumably dangerous, although seemingly kind and good hearted, security officer sitting behind me laughed out loud, & chuckled for the next few moments.

I wish Anthony Weiner would retract his acquiescence on dumping his bill; if Stupak’s amendment gets to go forward, single-payer should get a vote, too.
I just called my congresswoman, Eddie Bernice Johnson (D-TX-30). The staffer noted my comments and I asked where she stood on this amendment. He said her support for reproductive freedom is pretty well known. I said I know that, but on this specific amendment, especially with the desire to move the bill forward, it’s still important not to let the conservatives run the bill and deprive women of their legal reproductive rights and this amendment goes out of its way to be more restrictive than current law and if passed would change women’s rights dramatically. So where is the congresswoman on this specific amendment? He said she is sure to vote against it; no worries.
That didn’t sound like he knew that from the Congresswoman’s statements or he would’ve said she’s made it clear she’ll vote against it. I say we need to keep calling her.
THE Congress does refer to both the House and the Senate. They certainly wouldn’t let them use straight razors – they’re too crazy.
