As I read it, there was actually a <em>weakening</em> of the exchanges from the SFC bill, in that Baucus allowed all federal employees to opt out of FEHBP and use the exchanges. In Reid's version Congress and their staff are required to use the exchanges, but the option for other federal employees was dropped.
