TPM reports that immigrants rights advocates and their allies in Congress will not block health care legislation that could include harsh anti-immigrant provisions, so long as they extract a promise on comprehensive immigration reform.
Democratic leadership aides believe that a firm White House promise of a comprehensive immigration bill will be enough to quell any House dissent.
TPMDC sources have been telling us that members won’t admit it publicly but they are ready to concede on immigration in the health care bill. Political aides in the White House have told key parties in Congress that President Obama wants to see a bill this year, and negotiations are under way for how it would be written.
A source familiar with the negotiations between Congress and the White House told TPMDC the Congressional Hispanic Caucus will demand an agreement from Obama that health care coverage for illegals who earn a path to citizenship will be addressed in an immigration bill.
It’s kind of unclear who’s saying what here. Leadership appears secure that the Congressional Hispanic Caucus won’t block the health care bill. There are some anonymous sources claiming that, as trade, they will accept a promise to move on the immigration bill.
Keep in mind that comprehensive immigration reform which offers a path to citizenship for the millions of undocumented workers would essentially defuse the most controversial piece of the health care bill. Under the Senate structure favored by the White House, undocumented workers would not be allowed to purchase insurance coverage on the exchange with their own money. If immigration reform passes, there will be no undocumented workers, at least in theory. And House-Senate negotiators have apparently reached a deal stripping the long waiting period for legal immigrants, making those who go through the path to citizenship potentially eligible for the exchanges as well as Medicaid. Democrats would have several years before the exchanges start up and undocumented immigrants would be effectively barred from insurance coverage, so an immigration bill could conceivably fix this inequity without a lapse.
I noted at the time that the CHC may try to get a promise instead of stripping out the language on undocumented workers:
My assumption is that the CHC will get a “promise” to move forward on comprehensive immigration reform in 2010, which would get around the issue of barring 11-12 million people currently in this country from the exchanges, at least over time. The legal immigrant/exchange issue still has to be addressed.
This does put a lot of pressure on the President and CHC members to deliver a controversial immigration bill during an election year, or risk losing the crucial Latino support which helped Democrats in 2008. Given the risk-averse nature of this White House and Nancy Pelosi’s vow not to tackle controversial subjects in the House without the Senate going first, it’s puzzling why the CHC would accept any kind of promise as an iron-clad guarantee to move to a bill.

Any “comprehensive” immigration reform passed by this Senate and signed into law by this president would probably have to contain a mandate requiring immigrants to purchase citizenship from private corporations.
Since that is not possible (yet) the notion of immigration reform is a nonstarter.

There are some states in which immigration reform will be a big issue. And not the usual ones you might think of. Try Iowa or North Carolina, for example.

Re Teddy’s point, I guess the difference I would draw is one that refers to people (including oneself) in crass terms, vs. describing people’s actions in crass terms. I’m just trying this out, so maybe that’s a false line to draw.

I believe setting is important. In the context of a debate or discussion in which one is attempting to make an important point, the injection of a crass term when a more acceptable version is readily available only serves as an unnecessary distraction.
I agree with what you said regarding crass terms for people versus crass terms for actions. The former is rarely acceptable.
I agree that there are violence against women issues in that clip, but it is only a cartoon and probably should have included a disclaimer.
Pulling the football away from our democracy is violence as well.
It’s kind of a losing battle though, as language, like a lot of other stuff in the U.S., keeps finding a new lower denominator.

One of my regrets about Standard American English is the near complete absence of creativity in the use of profanity.
Just turn over work permits to Blue Cross and subsidize the process for thousands of government dollars per immigrant. Then tax each immigrant at least an additional 20 percent of their gross income.
Then laugh at them when they say, hey I am an American.
That sounds interesting. I’m not facile in other languages so could you give some examples? Strikes me that French might have some good ones.
I am barely monolingual but I can provide one second-hand example. In the early ’80s one of my restaurant coworkers served a Spanish speaking group who, assuming he could not understand them openly derided him as effeminate and funny looking. My friend Jim, as fate would have it was quite well educated and extremely fluent in Spanish. After they had finished and paid their bill he told them (in Spanish), “I spit in the milk of your whore-mother.”
They were not angry but rather mortified with embarrassment, so all’s well that ends well.

I took a job for a construction co in 2002.Commercial Hi Rise.The owner would not let me hire anyone he had 2 Co. that would supply the men.One was a man and his wife from South America the other was from 2 men from Mexico. I found out that every 2 years they changed names of there Co. paid there men in cash and no taxes changed Co. names do not pay taxes.None addmited speeking English. How are you going to Tax them. Both Co.were sub contractors.Someone legal paying 3 dollars an hour less cost the man I was working for to much.And would you know no legal place to report this no one wants to here it.Before this Job I had been out of construction for 20 years sure was a change.
If I were the Hispanic Caucus I would be very wary because the only way Obmama can thread this needle is to sign a really crappy draconian right wing bill.
I just love the idea of making it illegal for people to buy health insurance with their own money. That so makes sense. Nice legislating, Democratic Party!
I suppose it’s not surprising for certain Lefty interests groups to speak now to try and get some things they’ve wanted for a very long time. I don’t think it’s really appropriate to consider issues like jobs & financial reform or immigration and health-care together. But, I think it’s pretty clear from president Obama’s speeches that he’s sympathetic to minority groups and their interests. The only difficulty for the administration has been to get some things like that done at the same time as these other enormous policy issues & legislation.
As the HCR legislation comes to it’s finish we’ve already been discussing the huge need for job creation and the financial regulations and other pressures or changes to get lending going to companies and whatever other conditions are necessary for the economy to get moving along and hiring.
That’s likely to take a good chunk of the gov’ts time for a while.
Work on the deficit (and all related gov’t programs) is already beginning and will probably move along the way financial regs did with HCR (sort of parallel, but with one having the high-lights).
Through the summer there will be a lot of politicking and it’s not real likely something huge like immigration could be achieved. For a more definitive answer we should hear from Spkr Pelosi and Leader Reid.
In the fall, just after elections, I believe there is some intention to discuss and perhaps do tax reform.
Where that would put immigration reform is early next year — one solid year from now.
One reason for that kind of schedule is that it’s expected the Republicans will win some seats in Congress and that after the fall elections they will have a greater voice in the agenda and both tax reform and immigration reform have been on their minds for a long time.
There will, of course, be many other lesser issues along the way, but that appears to be the agenda. Thankfully, for Congress, it’s a bit lighter than 2009 has been. But, it could be eventful and interesting.
As I sometimes say, there’s no guarantee of success, but it’s a plan. ymmv

Anyone who’s worried that the Obama administration might shortchange immigrants on healthcare simply isn’t cynical enough. Helping immigrants, or at least looking like you’re about to help immigrants, is what this bill is all about.
As it’s set up now, Obama arrives at 2012 with real health care benefits about to kick in. Who’s scheduled to get the most benefit? People with nasty, low paying jobs with no benefits. For them, the subsidies far outweigh costs. And they get healthcare. Overwhelmingly, that describes Hispanic immigrants, citizens and non-citizens.
All Obama has to do is start mumbling about immigration amnesty and the Republican party will blow to smithereens, while a Hispanic tidal wave at the polls pushes Obama to re-election.
Don’t be waxing your surfboard just yet–the Hispanic tidal wave of support for Obama may not materialize. They don’t “get healthcare.” They’re forced to buy it–those who are allowed to anyway–just like the rest of us. And the pay-or-play employer mandate will cost them money as employers rush to cut workweeks below 40 hours max. Latinos are losers under Obama’s health plan.

I’ll bet that most of you predicting a tidal wave of Hispanic votes for O should he approve immigration reform are Anglo. The only reason I say this is because I live in a border state, and the American born Hispanic population is MORE opposed to immigration reform than the Anglo population (if you can imagine that).
15 million American citizens out of work and Luis Gutierrez (universally despised by native born American Spanish people…down here anyway) is harping about 12 million ILLEGAL workers here? What absolutely infuriates Spanish (American born) people is being lumped under ONE category (Spanish) along with the illegals.

The Health Care battle, will be dwarfed in comparison to immigration AMNESTY
Can Americans and permanent residents conceivably imagine, that before President Obama signs into law this Comprehensive Immigration Reform. Millions of desperate people will try and cross the border fence? This is just as they did when President Ronald Reagan occupied the same Oval Office in 1986? Under the authorship of Senator Ted Kennedy, the number of illegal immigrants ready to be processed, instantly accelerated in numbers as they came out of the woodwork. After a promise of NO MORE AMNESTIES–after the Simpson/Mozzoli bill was pending, the obsolete Immigration and Naturalization Service (INS) was suddenly overwhelmed by unknown numbers of illegal aliens, who fraudulently adjusted their status to legal immigrant through bogus documentation.
The law stated you had to have resided on US soil for five years and able to prove it? Simple counterfeit documents were produced attesting to being in the country for that period. Once processed Millions deserted the agricultural jobs and spilled into the legitimate American labor force. Then the deluge of family members wanted to come and now America has not only become the land of fraudulent opportunity, but insipid politicians have allowed free access to American’s education, health care and outlandish welfare dollars estimated in the hundreds of billions each year. Now the lawmakers have suckled though gross negligence on poor enforcing the border, to just complete and utter indifference to the American worker. This almost instantaneous infusion of discount labor, lowered wages and other benefits for the populace, producing unfair competition in employment for black, white, brown labor on the minimum wage scale. Its outrageous that roofing companies, dry wall, framers and every conceivable construction, entertainment and service industry have capitalized on illegal workers, taking away from legitimate businesses their ability to compete for bids.
This unsustainable greed cannot last much longer as wages fall and benefits are extinguished by the ruthless use of illegal labor. E-Verify, the local police 287 (g) with the power to arrest, didn’t exist prior to President Bush introduction to the job market. From its inception E-Verify to stem illegal aliens from stealing jobs from millions of legitimized workers as part of the progressive SAVE ACT. Free trade under the NAFTA treaty became an abomination, as it deposed indigenous farmers from their income lands South of the border, thanks to US agricultural corporations. They needed to feed their families, so in their desperation they came looking for work in the United States. This catch 22 situation has appropriated lands in Mexico for US agricultural interests, at the same time forcing millions striving to reach this nation. As the Obama administration considers CIR, the numbers of illegal immigrants will rise in apportionment to the new AMNESTY law being to be enacted.
It might seem meaningless now, but if the rush to the border comes, as its been said by blogger’s like me and even the press, whom normally have their fingers in their ears. That–NOTHING–will–STOP–the onslaught. The US Border Patrol needs to be enforced with the National Guard, because the numbers who try to force a way into America will freeze the brain. OUR COUNTRY HAS BEEN CRIPPLED BY ILLEGAL IMMIGRATION AND WILL CONTINUE TOO, BECAUSE OF POOR ENFORCEMENT. THE NUMBERS OF 12 TO 13 MILLION ALREADY HERE, DOESN’T ADD UP?
Those who have urged President Obama to enact this nonsensical AMNESTY, will be out-of-office, in the 2010 election year. Sen.Harry Reid (D-NV) leading the pack of wolves, will be the first to end up on the political funeral pyre. Those who come here from South of border and the very tip of South America, will enter with contagious diseases, criminal records and may be even terrorists. Those who slip across the Canadian border or through lengthy tourist lines at airport terminals could also be carriers of many viruses, not seen in America for fifty years.
All these millions of extra mouths to feed, will overload the government entitlement system and our crammed prisons. For many Americans this use of illegal labor and the consequences of Overpopulation seems the least of their worries, in this devastated economy. Perhaps it seems foolish to expect patriotic Americans to make their voices known, but if we do not stop this AMNESTY. We will be committing financial suicide for every legitimate person in this country, for every low skilled, unskilled US worker.
