Breaking tonight, the President will propose a discretionary, non-security spending freeze for three years starting in FY 2011 as part of his State of the Union address.
The move, intended to blunt the populist backlash against Obama’s $787 billion stimulus and an era of trillion-dollar deficits — and to quell Democratic anxiety over last Tuesday’s Massachusetts Senate election — is projected to save $250 billion, the Democrats said.
The freeze would not apply to defense spending or spending on intelligence, homeland security or veterans.
The proposal is in line with a plan floated by Sen. Evan Bayh (D-Ind.), a fiscal hawk, who told Bloomberg’s Al Hunt last week that there was a “fighting chance” Obama would propose a freeze in most discretionary spending by the federal government as part of his address.
I have to head out the door here in a moment, so more on this tomorrow. But Obama is basically saying that the stimulus fixed the economy, that there will be no further government support measures and that he’ll govern like a hybrid of John McCain and Herbert Hoover for the rest of his term to curry favor with the deficit maniacs.
And of course, the truly unbelievable thing about this is how it’s framed as non-security discretionary spending, as if spending on the military is magic and somehow doesn’t affect budgets. If anything is bankrupting the country, it’s the bloated military budget, which is currently at a higher level than during the Cold War buildup of the Reagan Administration. So this freeze will do exceedingly little for the budget deficit, but is sure to hurt a lot of poor and middle-class people.
Matt Yglesias was on a conference call about this, where the line was that some programs would go up while others would go down, baselining the final number. Theoretically, this could mean a slash of farm subsidies by half while increasing community health centers or TANF payments. You can read him for additional context. I like this line:

Of course, any money, as miniscule as it will be, earmarked for any progressive programs, jobs, education, environment, will be torn to shreds by Republicans when Obama stupidly (or nefariously, I can’t tell anymore) tries to appease them on this, just as with healthcare. Only military & Homeland security spending will pass. This country’s stimulus, as misguided as it was, will be thrown on the garbage heap. Pandering, pandering, here we go. $25 billion a year on average out of a $1.3 trillion budget. The details determine whether it is a good idea or not. Cutting some of the superfluous services provided to corporations might be useful; cutting additional investments in transit or rail or green jobs or green energy would not.
The amount is not enough to make much of a difference in the economy from a Keynesian perspective.
I don’t understand budgets. What exactly is discretionary in this budget? What exactly would be cut/frozen? Is this just to appease R’s in order to get one or two on board for a jobs package/second stimulus? If so, maybe it could work. If not, well, hell.

Bush was more tolerable than this man; at least he let it be known where he stood. He never had a problem telling the people he was sticking it to them, and if they didn’t like it, they could talk to the hand. I seem to recall several times hearing more forceful speech than that, from Dick “Machiavelli” Cheney. What’s so infuriating about Obama is, he made change the centerpiece of his campaign rhetoric. Apparently, the most significant change was to be the letter after the candidate’s name, from R to D, and little else.
I recognize the right wing of the Republican party is deeply entrenched, not only in the legislature, but also in the bowels of the federal government itself. I recall reading about how large the ratio of Republicans to Democrats was in the federal judiciary, let alone the ratios in those departments our dearly departed ex-President hurriedly staffed before his not-soon-enough departure. Bargaining with entrenched interests is not going to accomplish a damned thing, and everyone knows that. Yet, that’s exactly what Obama is staking his presidency, and our future, on.
I’m tired of excuses. The government, and its multinational corporate sponsors, act as if the public is the enemy of the state, rather than the corporations they are giving our money, our Constitution and our country to in the name of the almighty dollar. I want action FOR the people from the “for the people” government, or I want the traitorous corporate-coddling thieves posing as OUR representatives OUT of Washington for good!

We’re saddled with generations of debt while the perpetrators of fraud, the masters of deceit, not only go unpunished, they give themselves medals and bonuses and other perks praising their successful plundering of the nation’s wealth.
I, too, lost my house. I lost my contract gig of 7 1/2 years (which was a contract primarily because the company didn’t want to pay for health care or state disability insurance, sticking me with self-employment tax and, eventually, no overtime pay at all). I couldn’t afford the apartment I was living in (which the management team kindly let me and my son stay in an extra month because they knew then how awful the economy was). Thank God for family, otherwise my son and I would be living in my car… which was repossessed.

Let me give you an example of government spending that can be cut. Several years ago, i got a tour through a federal facility in my state. While walking through the mechanical room, I noticed there was not one, but two chillers (big air conditioning units). One was running. The other wasn’t even hooked up. Behind the second chiller were two rows of parts, about 500 feet long, each. I asked my guide what the second chiller was for. He told me it was a spare in case the first failed. Then, he noticed me glancing at the two rows of parts behind that chiller. So he told me, those are enough spare parts to rebuild the first chiller twice.
One spare chiller, and enough spare parts for two more…just sitting there, doing nothing. Standard procedure.

Our opposition is corporations, and the penultimate goal of a corporation is not just to make a profit, but to make a bigger profit every single year than the year before. That annual growth is necessary to maintain your share prices in the market.
The fastest economic growth is always to be found in emerging markets. In mature markets, growth always slows down because the best available opportunity niches get exploited first.
America wass the corporations’ dream market because for so long the workers were able to consume the products they helped to manufacture.
Once cheap labor became available overseas, job loss here became inevitable. At the same time, even the substandard wages paid overseas were enough to convert third world economies into emerging economies. The kind where growth is the fastest.
The corporations have very smart people working for them. They know America is a used up husk of a market, from their viewpoint, and that the future is in the high-population, emerging markets of Asia.
Therefore, they have no interest in maintaining the welfare of America, their only interest is to drain every drop of capital out, so they can re-invest it in Asia.
Viewed in that light, every action they and their corporatist enablers take makes perfect sense.
We’re better off recognizing that reality, so at least we can stop whining about the loss of such things as “liberty,” “justice,” etc. Corporations and their servants are not concerned with those things, and if we try to understand their actions in relation to such principles and ideals, we are putting our energy in the wrong place.

If that scenario doesn’t appeal to you, I highly recommend getting the immediate attention of your elected officials. However, as you are no doubt well aware, you’ll be competing with Fox and Friends, so be sure to have some telegenic, vapid talking heads to help you get their attention. Or a few hundred million dollars. That always works.
“We” the people, cannot do those things and the quisling-political cla$$ serves the epiphitic class.

Begin negotiations with the only fall-back position your base would dream of accepting, then negotiate that away. Tell your base, it wasn’t really necessary, and they were, again, stupid for wanting it. Then, give your “opponents” free rein over the “negotiations” by leaving the end result up to the shills in Congress your “opponents” bought. Finally, tell the your base to shut up about it all, because “anything is better than nothing,” including a complete sell-out of your principles, your base, and the tens of millions of people counting on you to do the right thing.

OT, but since you brought it up, I stayed in Nashville during an ice storm. Nicer people you can’t imagine. My bassist at the time and I wound up staying at, what’s it called, the Regal Maxwell House? It was very kind of them. We had no reservations, expecting to have no problems in the dead of winter, only to discover the ice storm had battered Memphis. Fully 1/3 of Memphis was without power and people were scouring the countryside looking for shelter that night. Fortunately, they had a room for a couple of vagabond musicians, as we were. I’m forever in Nashville’s debt for keeping us from freezing to death that night.
Not only that, but we had some fun with Michael Jordan’s entourage, as he was also staying there that night.

A prerequisite for the programs that will be cut seems to be that there not be a powerful constituency for them and that they be able to mollify right wing criticism. I mean who cares about domestic spending after all, must be going through Obama’s mind.
Also the programs that will be cut can not be those from which private companies can directly profit. That is why Medicare spending can not be curtailed, nor military and other privately contracted government funded concerns.
Action to reign in Obama has to start. To think that he is following the dictates of the cretin Evan Bayh shows the dire state of affairs. A call for a massive demonstration against his economic policies can not be far off.

The White House seems to target progressives for votes, insult progressives for holding the president to his campaign rhetoric, and beat progressives over the head whenever some legislation is disapproved of by conservatives. We’re the ones who elected these unappreciative legislators and our current occupant of 1600 Pennsylvania Avenue, and we’re the ones whose needs are – to put it kindly – ignored.
If the moon-bats writing legislation in Washington believe the American people are going to passively roll over while the wealthy rob us blind, they are in for a rude awakening. The next elections will be brutal for incumbents, and deservedly so; but that’s not the half of what lies ahead. I doubt the next few summers will pass uneventfully, given the dire economic conditions and the massive disinformation campaigns waged by smarmy politicians of both major parties, against the public, for years. It’s a recipe for an outpouring of public rage.
If we want to avoid a summer of anarchy, it would be wise to get our tone-deaf politicians in Washington to smell the coffee. Help the people BEFORE dealing with the multinationals, for the people seem not amused.

The problem brewing is the success of the Bush administration in decimating the Constitution, while at the same time elevating the power of both the executive branch and multinational corporations, has not been countered by a commensurate push-back from the Democrats newly brought to power. It’s as if one side gets to ram its agenda down our collective throats, despite being a tiny minority of the population, while the other side, as noted, simply slides the same offal down those same throats a bit more slowly, all the while patting us on the head and cooing, “There, there.”

1968, if I recall correctly, was a long, hot summer of burning cities across the country as people, mostly blacks, rioted. What we’re leading up to is a conflagration worse than that, if things don’t turn around soon.
It’s one thing to have a mutual disaster, like a gargantuan earthquake, that causes mutual suffering. No one blames the government for failing to stop the earthquake, and people pull together to help each other out of their dilemma. As Katrina showed, people have a different opinion if government itself is exacerbating the situation. How would people feel if they discovered, for the sake of argument, that the government created the hurricane to ensure profits for a moribund construction industry?
We are in the midst of a gargantuan economic earthquake, of man-made origins. The culprits are clearly identified and the economic system itself is at the core of the problem. People are becoming cynical of multinational corporations, government and institutions as I’ve not seen before in my lifetime. I suspect, if the Democrats fail to reverse the nation’s march into corporacy, the public will doubtless rage against the machine. That means riots. Lots of them, if 1968 is taken into account.
I have no crystal ball, only history to guide me here. But, if the perceived injustices of the 60′s are any guide, the widespread scope of the public anger against the government is not going to be assuaged by anything short of significant change. It might have been promised, but so far, there’s scant little of it to be seen.
problem being that in a time when more stimulus is needed in the short term, we kind of WANT inefficient government. Or at least more government filling demand.
Do you consider that, at some point in time, a discussion of the appropriate “punishment” of the “culprits” might be … um … appropriate?

As near as I can tell, the middle class in this nation is alive and is working hard.
Further, the poster to which I responded stated he/she had not made his/her mortage payments for five months.
Perhaps you and I differ on this point, but if I purchase a property, I have to have reasonable expectations that I can afford the property and to make the reqired payments.

To me, it sounds like Obama has decided to imitate Bill Clinton, except that he’s going to skip 1994 and jump right to 1995-1996–the years that gave us welfare reform and the Anti-terrorism and Effective Death Penalty Act, among other things. Deficit reduction is a classic “Third Way” policy, but by doing it this way Obama is ceding ground to the government-haters (who just want to cut spending) without getting anything (future tax increases, or votes for health care reform) in return. As DeLong says, “it would be one thing to offer a short-term discretionary spending freeze (or long-run entitlement caps) in return for fifteen Republican senators signing on to revenue enhancement triggers. It’s quite another to negotiate against yourself and in addition attack employment in the short term.”

This is so insane and so sad it’s hilarious. We seem to have a president who can’t believe he actually won the election. He’s easily frightened and must needs be liked. He can’t stand it if people think he isn’t serious so he does what “serious” types do, bloviate about deficits in the middle of a Depression. And yes, I used the correct word. This is a Depression. The faster we start admitting it, the faster we can start dealing with it.
I can certainly understand the anger and frustration. I get the same feeling of frustration from time to time. Especially with health care reform. I say let’s not panic just yet and see how things play out. We just had 8 yrs. of a manipulated chimp and his cronies. Obama is just finishing his first year and with a mostly gutless democratic congress. He’s working with a party of not only not offering help but undermining his every move. I don’t think I’m ready to vote for a republican just yet. I don’t think they have the answers. All they know is tax cuts for the rich ala Reagan trickle down economics. Give the President a break.
What purpose do consider the government to have if not to support the general welfare of the public? No one expects the government to tuck them into bed each night and read them lullaby stories. But they most certainly do expect the government to run something approaching a full employment policy.

Since the government began to play favorites in the economy when business stepped in and both parties agreed to cure their ills. The last time that government had to step in and fix things for business, we got social security in exchange. Most Americans are compassionate enough that we think its a good deal to provide old age pensions so that seniors don’t have to eat pet food.

Most folks get into most mortgages with honest intent to pay. Those relatively few mortgages that were deceptive were packaged by investment banks in such a way that their insolvency became linked to other loans and sectors of the economy so that most people who made prudent decisions to buy ended up becoming unemployed due to no fault of their own.
In this perfect libertarian world that many on the right envision, those of us who lost our jobs due to no fault of our own would be able to sue those who made poor decisions that led to the economy crashing and measurable economic impact on us.
Fortunately, my partner is still employed and we were smart about refinancing to low interest rate 30 year fixed notes. But I see it as a sign of commitment that someone managed to last this long under duress, only falling behind five months ago, given the past 2.5 years of economic quagmire caused by those who now call for personal responsibility.
I’ve got your responsibility right here, in the trillions of dollars we taxpayers have had to shell out in order to fund the socialism which is cleaning up the mess of your free market experiment in casino capitalism.

Is President Obama a con-artist or a true populist? Personally, I think he’s a slick marketing tool of big business interests. We, the American people have been fooled again. He will have to be replaced in 2012. Howard Dean-start getting ready. If he is a true populist, he needs to demonstrate that by taking the following CONCRETE steps.
1)
Fire Summers, Geithner and Rhambo. Replace Bernanke. Put Elizabeth Warren in charge of new Consumer Protection Agency.
2)
Get out of Iraq immediately. Reverse dumb decision on Afghanistan escalation. (Remember Mr. President, you don’t like dumb wars).
3)
Expand health care coverage to 40 million people using reconciliation:
Expanding Medicaid to everyone below 215% of the FPL, and expanding SCHIP coverage to all uninsured children, should give roughly 30 million more Americans insurance for a cost of just under $800 billion.
The Medicaid expansion could be structured to also work as a de facto extreme catastrophic insurance policy for people over 215% FPL. This would effectively put an end to medical bankruptcy in this country.
Early Medicare buy-in could be added for people without insurance who are between 47-65.
Expanding Medicaid, Medicare, and SCHIP are all doable under reconciliation.
Tax the rich to pay for it all.
4)
Create monumental Infrastructure Bank for large job creation and investing in future productivity. Have the infrastructure professionals make all of the decisions and not pork-barrel politicians.
5)
The United States Senate is an inane, corrupt and dysfunctional institution that no longer serves the interests of the American people. Bypass it on energy. Use the full powers of the EPA to mandate change!
