I know it’s Tax Day, and every partisan Dem wants to get in their shots at the ignoramuses on the right, so it’s natural that they would highlight this report. But it kind of reveals a larger problem:
“The American people need to be reminded that 98 percent of Americans got a tax cut last year,” Senate Majority Leader Harry Reid said Wednesday.
Reid was referring to the impact of the American Recovery and Reinvestment Act, otherwise known as the stimulus — essentially, the only Obama policy to really impact people’s 2009 tax returns. In fact, tax refunds reached an all-time high this year in part because of the stimulus, the president said in his weekly address on Saturday. Meanwhile, taxes are at their lowest levels in 60 years, according to William Gale, co-director of the Tax Policy Center and director of the Retirement Security Project at the Brookings Institution.
“The relation between what is said in the tax debate and what is true about tax policy is often quite tenuous,” Gale told Hotsheet. “The rise of the Tea Party at at time when taxes are literally at their lowest in decades is really hard to understand.”
Tax rates are at a historically low level not because the burden has been taken completely off the poor and the middle class, people. It’s because taxes have been ridiculously low for the wealthy since the 2001 and 2003 Bush tax cuts, and nothing has been done to promote greater equality by rolling back those cuts. In fact, more cuts got thrown on top of them. Yes, the median family has seen lower tax rates as well, but that’s mostly due to one-time tax credits as part of the stimulus, not systemic protection of great wealth.
While we need to run greater deficits now, over the long term we do lose money in interest payments and debt service by running deficits (I don’t subscribe to the Cheneyite “deficits don’t matter” approach), and they can be largely attributed to the fact that the rich and corporations aren’t coming close to paying their fair share. There’s also the little matter of unfunded wars, but tax rates too low to fund critical services plays the starring role.
And of course, the simpletons being led by the nose to scream about being overtaxed aren’t really talking about today’s tax hikes, but tomorrow’s. They’re setting the environment to make it toxic to let the Bush tax cuts expire.
Democrats for years have vowed to let the Bush administration’s tax cuts for the wealthiest taxpayers expire as scheduled after this year, but election-year politics and the economy’s fragility could complicate matters in Congress.
One thing seems certain, both parties agree: The 2001 income tax cuts will be extended for everyone else — that is, for the roughly 98 percent of households in which couples have less than $250,000 in annual income or individuals earn less than $200,000 [...]
For all of the talk from President Obama and his party of ending the Bush tax cuts, letting that happen could be harder for some Democratic lawmakers from Republican-leaning districts or states. Republicans already are reviving what has sometimes proven an effective, if disputed, argument in the past: that rich taxpayers include many small businesses whose owners pay income taxes as individuals.
Returning the tax rates to the Clinton years, a time of historic prosperity, would bring $2.6 trillion dollars back into the government, which can roll back out in services in a highly progressive fashion. It saves the government money in the long-term and would allow the funding base for all kinds of programs that promote economic equality. It could also allow for immediate spending to arrest the jobs crisis, and the kind of larger deficit that we need immediately, with the funding rolling in down the road.
I know it’s tempting to go “Nyah nyah” at the teabaggers and inform them that the Obama White House has cut taxes and not raised them, but the phrase “cutting off your nose to spite your face” comes to mind. The mentality is that Democrats and Republicans can only cut tax rates, which is after all the very premise of the conservative “drown the government in the bathtub” strategy. Why liberals would participate in that is a mystery.

Trust me I thought I owed money to California. But after a phone call, it turns out they owe me money!
But as far as the morons on the Reich are concerned, its more like tax day follies why pay attention?
We pay less tax than many Europeans countries with their “Socialist” agendas. Yet they have high speed internet widely available at lower prices, high speed rail systems, universal health care, etc, etc.
We have thousands, maybe millions of TAX CHEATS and not surprisingly they are some of the RICHEST PEOPLE IN AMERICA! I think the mental issue of Greed is a factor here. Many other Millionaires are not bothered by paying taxes, they fully understand how Government functions and pay their share.
I guess it hasn’t dawned on people yet that Warren Buffet pays at lower overall tax base than his receptionist and he says it doesn’t make any sense.

IMHO, liberals have to ATTACK the unfunded wars, ATTACK corporate welfare, ATTACK, the PAPER economy/Wall Street bailouts.
We need to push for more investment in the real economy, the part that makes stuff, because that leads to jobs.
But letting the Bush tax cuts expire is a TAX INCREASE.

Return America to Ike’s tax rates to rescue our country from the current emergency. Pay down the deficit, since that is what Americans seem so worried about. Also, end foreign adventures and entanglements.
To be fair, not all people of low or middle income benefited from the tax cuts. For instance, anyone who had to tap into their retirement plans to pay bills would have been taxed and penalized. And no tax credit can offset that.
I’m pretty sure there are a lot of people out there, who like me, did not have a happy day today. I also know that my sister did benefit (since I did her taxes for her).

Well said. Also remember NOTHING was done about the estate tax debacle. The treasury lost a boat load of money on that alone. Frankly, I think we need more progressive taxation on top of a roll back to Clinton tax levels, like an asset tax, and taxing hedge funds and capital gains as regular income.
Bush III must even now be dreaming up a multi-billion giveaway for the top 100 hedge fund managers. After all, they’re the only people that count any more out of 300 million-odd Americans. The Bush III presidency will finish the work so carefully executed by the first 2 installments. Though maybe the Tundra Tart and Crazy Religious Nutter Woman duo will need to add the icing to the apocalyptic cake come 2013.
I’d recommend reading Robert Kuttner’s The Revolt of the Haves, a detailed history of California’s 1978 Proposition 13 tax revolt.
The basic story line is poor stupid people with legitimate grievances toward the state tax system, are encouraged to revolt resulting in tax cuts for the wealthy and powerful.
One of the most famous of the original robber barrons, financier Jay Gould famously quipped; “I can hire one-half of the working class to kill the other half.”
This divide and conquer thing has been working for hundreds, if not thousands of years, and it’s a big mistake not to understand that our most recent crisis has it’s roots in a full-court-press conceived by the right that goes back over thirty years and that the bigger perspective ends up being that the entire emergence of the American middle-class after WWII is felt, by the upper crust to have come at their expense.
From the perspective of the neo-robber-barrons, the whole of the progressive era was just one long nightmare, and it’s that nightmare that Cheney was referring to when he famously stated “Finally, something for us.”
The tea party folks don’t know what they’re doing or who they’re doing it for, but they’re sure happy to be doing something.
I think it’s also important to note that while we are at the lowest point in tax rates, we are also 8+ years into the “global war on terror” and have been throwing money at the military-industrial complex without much end in sight to the volume of spending. Even with wind-down of military operations in Iraq, the amount of money budgeted for 2010 matches 2008 levels.

We need Democrats to act like Democrats. They freaked out over Reagan and have never been the same since, but they really didn’t need to. Reagan was just a dead cat bounce over the 60s that we all took way too seriously. Remember without John Anderson in the mix Carter would have won.

From the other side of the coin, I think it is ridiculous that nearly half of the population is free loading off the rest of us. In my opinion, that half really has no place to say anything about anything that doesn’t directly impact them. (meaning not a round about or indirect impact).
Social Security, unemployment insurance, Medicare, yes, you have a say. Most other stuff; your say is your vote. Otherwise, keep quiet.
Because you see, they can’t say, “Isn’t it terrible what they are doing with our money–referring to the government” because it isn’t their money. If you want to have a say beyond your vote, pony up.

The thing that poses the most danger to our country, and our way of life, is the obvious sense of entitlement embodied in our financial sector and in the military-industrial complex.

You’re only looking at the federal income tax, and not payroll taxes which everyone pays (and are regressive), state and local taxes and sales taxes (also regressive), etc. The effective tax rate in this country is not even close to progressive. It’s just a huge whopper to prattle on about 47% of the population paying “no taxes.”
My impression was that Democrats intend to raise the amount of the estate exemption next year anyway, and just couldn’t get it together to fix the all out estate tax hiatus this year. I’d be happy to be wrong. Of course, they could have just rescinded the elimination of the estate tax this year anyway. What was stopping them? It has little to do with the rest of the Bush-era tax breaks scheduled to expire. I could understand politically why they wanted to just let those expire, but I don’t know why they could not have just rescinded this one year policy.

No way. The Obama health insurance mandate raised taxes significantly on the middle class to give corporate welfare to the rich execs.
didn’t I say that they had a say in Social Security, Medicare and unemployment insurance. that is what those taxes you mention pay for, and they should have a say in those.
I am talking about expecting other people to pay the freight and then complaining about something you are not even contributing to. don’t go around saying, “My taxes should not pay for the war,” if you are not even paying taxes.

As far as the State and Local goes, you are right, and I did not say they should have no say in those affairs. Everyone pays sales tax, unless you live in Oregon.
There are gas and alcohol taxes as well. And considering social security has been subsidizing the rest of the budget for several decades, it is BS on that count as well.

If more americans are employed tax revenues go up. Therefore no need to raise taxes. I grew up in silicon valley, from the 70′s until the 90′s when Reagan was through waging war on the middle class anyone who wanted to work could earn a living wage.

Good book to read, and yes, the CA Prop 13 has led to nothing but bankruptcy in the Golden State, plus empowering whining richies out here to demand more and more (usually more prisons, more prisoners, and more other costly stuff re criminals and the criminal system – nothing like punishment to solve all of our problems), while equally demanding to pay less and less of their fair share.
I’ve ranted before, but what I see are people living way beyond their means and then bitching about taxes. I see middle class folks with several kids throwing insanely expensive weddings (just outrageously ridiculous) for their kids (and demanding that their friends and relatives fork out expensive gifts to said newlyweds, who mostly don’t need the junk they get) and then bitching about taxes. I see middle class people purchasing houses that they never should, using them like ATMs, remodeling them to the hilt, driving expensive gas guzzlers, going on expensive vacations, sending their kids to private schools (even when they live in good public school districts) and then vetching about taxes.
It has gotten to a really nutty point, where people believe that they should never have to support their communities (eg, roads, fire depts, PDs, public schools, etc), but when they need services (like when there’s an earthquake or wild fire), they’re first in line sniveling for their handout. It’s also nutty – to me – to have some outrageous entitlement mentality that says: I work “so hard” that everything I earn should solely and only be spent on ME. How did we get HERE???
Frankly, most of it makes no sense, but they’re all too busy listening to the siren call of Rush Limbaugh (well you fill in the blank there), and so on it goes.

I do have one Republican friend who *claims* that somehow she is paying more federal taxes this year than last year, despite a drop in her earnings. I *suspect* what happened is that she is paying an increased payroll tax, not actual fed taxes. But she is whining all the live-long day about Obama’s heinous tax increase, which her tax accountant allegedly confirmed was “all Obama’s fault.”
I’m the first to stand in line to criticize Obama, but in this case, I withhold judgement. And no, this person *claims* she’s not paying fees because she dipped into retirement accounts (although that also might be the case in her situation).
People are just so woefully mis-informed, and any slight suggestion at rolling back tax rates is the Pavolovian bell to get Republics foaming at the mouth about how horrid it all is.

The 400 richest people in America had an effective tax rate in 2007 of just 16.6%. Exxon Mobil and over half the companies based in America paid no taxes here. This idea that they’re carrying freight for the rest of the country is ludicrous. Even setting aside the fact that the poor generally pay either as much or more in taxes as a percentage of income than the rich because of all the flat or regressive taxes in the system, everyone DOES pay income tax, and just like with the super-rich, some at the low end of the income scale get exemptions and credits and rebates. They aren’t getting a “free ride” any more than someone with an $8,000 homebuyers tax credit is getting a free ride. You really need to quit this.

Prop 13 has every Democrat fooled in California. Its politically unpopular to talk about even modifying it is a no-no. I say tweak it or repeal it, we had plenty of money for schools, infrastructure and the like BEFORE Prop 13.
Brown was basically a tight wad during this tenure, so California had MILLIONS in surplus before the Duke and Wilson came to power and screw us all over.
Why do people wanna defend industry constantly???? You mean these same companies that constantly pay fines and say “that’s the cost of doing business”? You know how many Fortune 500 companies are guilty of wrongdoing, fucking over their employees or outright killing them (Massey and Murray Energy)? More than you think, including Starbucks.

Watch some of the news that comes out of Europe when they talk about local issues to them. The easiest to get is DW TV, its on Link TV twice a day and a investigative news show called European Journal comes on Thurs on Link and on PBS World on Sunday.
As I have said here before, when Angela Merkel wants to give an across the board tax cut, a majority of the population says NO, why? Because they understand that a reduction of taxes means less money for social services.
When we have a debate about Health Care Reform, Conservatives frame the debate and say they’ll hire thousands of IRS agents to come to your house and arrest you if you don’t buy health insurance. They say they’ll be “Death Panels” and other nonsense.
When the Germans do it, its a discussion about how letting the rich opt out might have been a BAD IDEA and how they need to make EVERYBODY pay. The people are supportive of the effort.
It has nothing to with being German. After Germany was rebuilt after WWII with the Marshall Plan, the playing field was LEVELED. Meaning my GF in Germany; the Government pays HER to go to school, she doesn’t have to work, she can focus on her studies. Denmark does largely the same thing.
When you look at who has the best standard of living how come the United States with all its richest and its totally unfair social system, tax code and educational system FINISHES 25th if NOT WORST?

We’re ranked in the 20′s in Broadband Internet Speed. We have one high speed rail system that not even high speed, while Europe is working on interconnecting all its high speed rail systems making it possible for you ride the train from London to Milan in a reasonable amount of time.

If your White and Middle Class, you have it pretty bad. If your a Minority and Middle Class its WORST. If your poor, its worst if your a minority, you’re unfairly targeted by law enforcement for one thing.
So when Americans finally stop buying into this foolish Culture War and start focusing on the REAL pressing issues, not the false ones, then we won’t be doomed, the country is too rich for that, but what will happen is death, somebody will die AGAIN because we didn’t take whatever needed be done seriously enough, we argued about Who’s important and who isn’t, I thought we were Americans, we’re ALL IMPORTANT.

Thank you. Exxon’s quarterly report shows billions in taxes, but does not say to which countries they were paid.
I would suggest you read the constitution, the bill of rights, and the federalist papers, as well as the other writings of our founding fathers. This country was founded under the premise of limited federal governmental power. You may not agree with our founders, as you obviously are a big brother lover, wanting to cede more power to the feds, but not all American’s feel the way that you do. Get over yourself.
By the way, we are not European, Asian, or African. We are American’s. We fought a revolution to get away from the way the rest of the world does things. So far, we have done a decent job of it, as the rest of the world wants to come here to live. I think the reason most give is: FREEDOM.
