MADISON, WI (FDL) – Members of a disability rights group have occupied the Wisconsin Republican Party headquarters in Madison, and vow to stay until Governor Scott Walker takes out the Medicaid provisions in the budget repair bill. The news of the occupation was met with thunderous cheers at a noontime rally in the Capital Rotunda, which featured Rep. Tammy Baldwin (D-WI) and a large contingent of firefighters from around the state.
ADAPT, the nationwide disability rights group, took over the headquarters to protest the portion of the budget repair bill that switches authority over Medicaid and BadgerCare over to the Department of Health Services. Governor Walker appointed Dennis Smith to run the Department of Health Services, a senior fellow from the Heritage Foundation who has repeatedly argued that states should drop Medicaid altogether. Under the budget repair bill, Smith would have near-unilateral authority to carry that out if he chose. Jonathan Cohn has written extensively about the Medicaid changes in the budget repair bill.
“We are asking the GOP to intervene,” said Jason Glozier with ADAPT, one of the organizers of the occupation. “The changes to Medicaid Assistance have been ignored in this bill. People’s lives are at stake.” Glozier believes that if medical assistance for the disabled is underfunded or unfunded, people will lose jobs and many disabled Wisconsinites would be drastically affected.
Glozier and ADAPT believe that transferring nursing home funding to community-based services funding would save Wisconsin $383 million. “This Governor favors nursing home incarcerations to community services,” Glozier said. “It’s not about the budget, it’s about cutting services.”
There are about 30-40 members of ADAPT in the building and the main rooms on the first floor. Many of them are part of the disabled community. Members of the United Steelworkers and other protesters began to filter in to join them as they heard about the occupation.
ADAPT plans to stay in the headquarters until the state GOP arranges a meeting with Gov. Walker and gets the transfer of power in Medicaid stripped out of the bill. “We will not leave until our deamnds are met or we’re forcibly removed from the building,” Glozier said.
Staffers for the Wisconsin GOP were seen taking literature out of the building and packing it into cars. Asked if they were abandoning the building, a GOP staffer told me, “No, we’re doing our business, we’re working.”
UPDATE: WisPolitics says that police arrived on the scene, but that must have happened recently, as they weren’t there when I was there.

The import of this story is the effort to negotiate in good faith by Glozier and ADAPT in a way to save the state money and preserve individual dignity and having the Gov. just wanting to cut services, not save money.
This is vital. This is the Gov. making an ethical stance on the value of life. And to think he’s a pro-life politician.

I just got back from my daily session of reading to 24 1st graders and found out that last night all the superintendants of schools in Wisconsin received a notice from Governor Walker that he was going to slash the education budget and that all districts should give formal layoffs notices to their teachers effective at the end of this school year. The superindendant in our school district gave that announcement this morning and the president of the WEAC chapter here said that this was not the decision of the local school board but that they were in a box and had to follow the governor’s direction.
THE GAME IS ON FOLKS!!! The Governor of the state of Wiscomsin has doubled down and thinks that the weak teachers unions will cave in and not be able to coordinate actions soon enough to stop this from happening…it’s divide and conquer and unfortunately most of the school union locals will probably cave…at least initially.
I can’t stay here very long because I need to go pick up my wife and then meet with a couple of people including our local alderperson who is an AFSCME member to find out what’s goin on and where we go from here.
But people, no matter where you live and what your formal politics are,go find people who are organizin’ in your community, even if you’re not effected by what’s happenin’ here!
I don’t know anymore than this and I will stop back in later when we have more information on what’s goin’ down…but this is the real thing folks and it’s not gunna be pretty.
Two points:
First, this appears actually to be very bad news: It appears that the disabled folks are ready to cut and run, as it were, once they get theirs, and to hell with the rest of the people who are targeted by Walker in his phony “budget repair bill.” To the extent that Walker has been employing a divide and conquer strategy, it appears to be beginning to succeed.
Second, I wish you would describe the bill at issue as the “phony budget repair bill.” If Walker wanted to “repair” the budget, he’d be proposing repeal of his recently completed tax cut giveaway to corporations, estimated generally to be $117 million; he would not be proposing to give away the state’s power plants, etc., for whatever he personally deems to be a fair amount in a non-bid process; and of course, he would not be proposing to break the unions’ backs.
Why do you buy into this false labeling? It’s just like calling the Permanent State of Emergency and Suspension of the Bill of Rights Act the “Patriot Act.” The Right Wing is winning all the political battles, in part, because people who should know better are accepting the Right’s false labeling. FDL bloggers should be in the forefront of resisting this. How can we ever hope the MSM will get it if FDL doesn’t?

Let’s hope not — as I understand it, the budget cuts are grouped into one major bill — I would think that solidarity amongst the various orgs. will continue to solidify, but at any rate we’ll see how all this goes down…and indeed, this Saturday, February 26th appears to be shaping up as a day of “reckoning”.
Meanwhile, thanks to ADAPT for taking a stand. I have an illness that affects the skin, and it pretty much has disabled me although I continue to fight back as best as I can.
Also, there are chapters of Jobs with Justice and ADAPT here in Texas and I am hoping to be able to make arrangements to travel to Austin soon if it’s at all possible (I need to be there for other reasons and am trying to work it so that I may be present for several events).
I’m imagining some PR aspects here:

Apparently a guy dressing up in a tiger suit is grounds for hollering resign however a thug and partisan hack colluding on tricking elected officials is just another day since I haven’t heard any Wisconsin papers calling for his resignation.
Don’t you mean governor demands- I mean after all the plurality of wisconsin wants the union folk to retain their collective bargaining rights. It’s the partisan hack and corporate crony holding the process up. The union already made many concessions. He’s crazy if he thinks they’ll make more.
