Throughout the day, we’ve seen statements that show some weakness among State Senate Republicans in Wisconsin to stick with their fearless leader, Gov. Scott “On a Mission from God” Walker. Earlier in the day I mentioned Rob Cowles’ nudge toward compromise. There have been others. Sen. Luther Olsen, the subject of mass protests in his home district, has also said today that he favors some negotiation with Senate Democrats. Republican Sen. Dale Schultz has already as much as said he wants a compromise. And Sen. Dan Kapanke, the subject of a recall effort, reiterated support for the bill but also said that collective bargaining is among issues “still on the table.”
Now, Sen. Bob Jauch (D) has delivered the hammer blow. Jauch, one of the Senate Democrats who has been involved in negotiations, released a long statement on his role in the talks, where he let slip that a half-dozen Republicans or more are wavering on the bill. Only three are needed to shift the advantage to Democrats.
Since Governor Walker introduced this legislation, I have talked with Republican lawmakers and former Thompson Cabinet officials every day to seek a pathway to find common ground. Those conversations revealed that 6 or 7 Republican Senators hated the collective bargaining provisions but felt pressured by Governor Walker to vote for the bill.
The reality is that there is a strong majority of legislators who don’t want to get rid of collective bargaining but voted against the wishes of the constituents because they were compelled to vote with Governor Walker. Recently Representative Stone, a Republican candidate for Milwaukee County Executive, admitted that he voted for the budget repair bill but did not agree with getting rid of collective bargaining. I have spoken with a number of Republican representatives who voted for the bill and are hoping the Senate will adopt compromise language.
For weeks, Republicans have sought to create dissession among Senate Democrats, to pit them against one another. This is one of the first instances of Senate Democrats fighting back. Senate Majority Leader Scott Fitzgerald (R) claims that his caucus remains unified – after a two-hour meeting today, it should be noted. But Fitzgerald – or Scott Walker – has basically not been trustworthy throughout this process, making statements about what Democratic Senators have told him that they later flatly deny. Indeed, in the course of this statement, Jauch says that “Governor Walker’s statement that Senator Cullen and I were working for an agreement so that he and I and a couple more legislators could come back to Wisconsin was an absolute lie.”
It’s Jauch’s word against Fitzgerald’s at this point. But based on everything out there, I’d argue that Senate Republicans are wilting under the pressure.
…an interesting postscript: out of nowhere today, the State Senate pulled back their $100 fine against members of the body who missed floor sessions. Republicans made this decision and they did so without debate. They’re actually making it easier on Democrats to stay out of the state longer with this move.

New Rule: Every time Walker or Fitzgerald claim something nasty or unfavorable about the Democratic Senate caucus, assume that it’s not true for the Dems but is true for the Reps.
If I were 1 of the Fab 14 I wouldn’t go back until the bill is rewritten by the Senate, removing not only the collective bargaining issue but also the selling of state assets and other parts offensive to the majority of Wisconsinites. If any of the Fab 14 go back without a changed bill the Regressives will spring their trap.
Yep. They need a new bill to go BACK to the Assembly, and have that sucker pass with all the agreed to terms and conditions before they show up for a quorum.
No promises about a fix in the general Budget Bill that’s upcoming. That’s a sure fire trap for a doublecross.

Agree with others: Fab 14 need to hold strong until they get a better bill that has nothing to do with breaking the unions backs, getting rid of collective bargaining rights, and no selling of state’s assets, etc. Forget about “oh we can fix it later.” Get it right from the get-go, or NO Deal!

Indiana’s Mitch Daniels is still sticking to the $250. per day fine. Dems say they will stay in Urbana through the session if necessary. Not sure if I believe them or not.

Yep, my WI Rep is now claiming to be “regretting,” his Assembly vote, but you know, it is necessary to “create jobs,” and make the state more attractive to business. But he’s really sorry about it. Right.
I doubt there were many supportive emails from my district and I had the personal pleasure of looking him in the eye and walking away from him and his spouse at a local business over the weekend, wherein he promptly left the building.

In the thread downstairs it was suggested that NPR (for what its worth) is reporting that the Senate is trying to change the method of recall in light of the ongoing recall.
The first words that came to my mind was ex post facto (after the fact) and in legal terms can this happen in your opinion or have you heard anything that would lead them to believe they could change recall procedures while one is in progress?

I’m beginning to think there’s a serious amount of money on the line for Walker in the future. Like, a promised sinecure for the delivery of these collective bargaining cuts. I’m thinking somewhere in the millions. Otherwise, what’s his stake in this? He’s committing political suicide.

Even if that’s not true, what choice does he have? He’s been told that’s the quid pro quo for his financial support and he’ll be protected on the downside.
So suppose the Koch’s don’t honor their promises to protect him on downside? What are his (or any Rs’) alternative?
How can they even trust these lying sacks o’ crap. I say stay out of WI until the recalls are done for the Senate. Take control then come back and shove it up Walker’s ass so far it plasters the Koch’s behind this. Then, recall Walker, for good measure!
I think that’s what may be in the cards. The Dems are showing no sign of returning. The recall petitions should only take 6-8 weeks. Once that’s complete, they can come back for the special elections.
One other thing I hope these Senator’s dont’ forget: It’s all the other crap in that bill that needs to go, also. Like Walker being able to sell for pennies all of WI public infrastructure, or the Medicaid cuts, etc. How about rescinding Walker’s crony tax cuts and get back to a surplus, then see what you might want to do!

People forget about the governor of AZ, Evan Mecham, who was impeached in ’88. I lived in Phoenix then and remember it with gusto.
What is happening in WI is far far hotter than the climate that impeached a Republican Governor during Reagan.
So just let that sink in. A Republican uber-right Governor impeached in a red state during Reagan; and it started largely over MLK holiday.
Recall of the 8 and a recall of Walker in one year, much less an impeachment if the fake-Koch call turns out to be a crime is totally in the cards, and not to be easily dismissed.

OT – Did you see that Corbett in PA just released a budge that includes vast cuts in education and health spending and tax cuts? He also hopes to use it to attacks the public sector unions.
Impeachment in Wisconsin requires a majority vote in the Assembly. Removal requires a 2/3 vote in the Senate. Coincidentally, if all 8 Repub senators are recalled and replaced by Dems, the Senate will be 22-11 in favor of Dems, just the 2/3 needed to remove. Recalling Repubs in the Assembly would be necessary to create the majority for impeachment. So impeachment and removal of Walker are not possible before next year.

I laughed when I read your comment because I expected it to say “I figured after the first week, 10 days max, that the Democrats would back down…” That’s what would have happened at the national level, at any rate. Thank God that these 14 have spines and convictions.

The US and Wisconsin Constitutions are quite explicit: You can impeach for any reason whatsoever if you can sell it. We’ll see.
Why do you have a problem with a one year salary freeze for employees of Pennsylvania school districts? In this awful economy,shouldn’t public employees have to share in the sacrifices people in private employment have made in order to keep their jobs?
What Gov.Corbett is proposing does not attempt to strip those folks of their collective bargaining rights permanently as does Gov.Walker in Wisconsin.If the public sector unions want to hold onto support from the general public,they must be willing to compromise on economic issues as do the Wisconsin unions who agree with Walker on paying more towards their pensions and health insurance but strongly object to stripping them of collective bargaining on isssues other than wages.
