Because of older technology in some computing tabulation machines related to the state Supreme Court election in Wisconsin, JoAnne Kloppenburg and David Prosser’s campaigns agreed to a hand recount in parts of 31 counties. In those counties, if the recount were done electronically, the original voting data would have to be erased, an unfavorable scenario.
You can see here (h/t Jessica Arp) which counties will experience the hand recount, and it includes a partial hand recount in 34 municipalities in Waukesha County, site of the notorious “found votes” a couple days after the election, which put David Prosser into his 7,316-vote lead.
Brad Friedman has more on the developments of the recount, including the Kloppenburg campaign’s request for a special investigator in Waukesha County, and some other new information:
Details included in Kloppenburg’s request for a special investigator in Waukesha — including the curious point that Prosser “was observed entering the Governor’s Office late in the evening and attending a private, one-on-one meeting with Governor Scott Walker” on the night following the election, on the very same day in which the controversial new GOP Governor publicly stated that there might be “ballots somewhere, somehow found out of the blue that weren’t counted before.” — are certainly compelling.
Moreover, information and questions about the “recount” process itself have naturally emerged — including a noteworthy, video-taped exchange between a citizen activist and the head of the G.A.B. on Wednesday, as well as concerns about which districts will hold court-ordered hand-counts, and which will simply run ballots through oft-failed, easily-manipulated optical-scan computers again (or worse, simply push a button to produce the same printed reported by the same 100% unverifiable touch-screen voting machines)…
The complaint basically says that the Government Accountability Board works too closely with the county clerks to investigate them, and that an independent counsel must be brought in. The complaint goes through the circumstances in Waukesha on Election Night and the checkered history of County Clerk Kathy Nickolaus.
As for the recount, in those areas without a hand recount, the ballots will be re-tabulated through the same optical scanners. However, as Brad notes, “state recount procedures allow that campaigns may examine each ballot before it’s fed through the machine which could amount to a ‘virtual hand count’ of sorts — at least where paper ballots exist.” There are a certain number of touch-screen votes as well. The touch-screen systems are basically used in Wisconsin as backups for disabled voters, but could have been put into use in the event that paper ballots ran out – which did happen frequently with the higher-than-expected turnout on Election Day.
Kloppenburg has precisely the right attitude about this recount: “A recount may change the outcome of this election or it may confirm it, but when it is done, a recount will have shed necessary and appropriate light on an election that, right now, seems to so many people to be suspect.” That’s correct, and it’s a model for how to best deal with elections where questions arise. We could do this the right way by ensuring integrity in election processes from the outset, but for now, the best we can do is reverse-engineer this through the recount.

Which people are those, Kloppenburg, the unions, and conspiracy theorists? The canvass showed nothing abnormal and all the counts closely mirror past elections; this is a million dollar exercise in futility and sore-losership.
200 vote lead = Rock solid victory, let’s move on, the system worked.
7,300 vote deficit = Suspicious, cause for concern, the system is broken.
But hey, it’s not Kloppenburg’s money being burned so why not.
Who would appoint this special investigator? To me, that’s the key question.
Answer that and you can assess the likelihood of it happening in the first place, and whether it will be a real investigation or a whitewash in the second.
And if all those votes had been “found” for the Dem, you’da been fine with that, right, Rafe?

To which “conspiracy theorists” do you refer? Perhaps those that support the notion that Kathy Nickolaus honestly, truely and genuinely “found” all those extra votes for Prosser on her own PC???
I haven’t trusted elections since 2000. There have been far too many questions about the integrity of our voting systems and like so many other things in America today it doesn’t matter how much light is shone on these problems.

Since Prosser agreed to a hand count in some counties, I’m willing to bet that the Prosser campaign believes it won legitimately. BB reported that the extra votes were reported by a journalist the night of the election but were not included in the Waukesha results that night.
That said, what is the problem with recounting votes in the USA? Jeeze, it’s democracy.

Wait, what, only partially by hand? Feeding ballots through the same counting machines isn’t recounting anything. Didn’t Wisconsin learn from its neighbor Minnesota that recounts should always be done entirely by hand? We’ve had a couple of close elections recently, in case anyone’s forgotten. And since everything was done by hand there’s been almost no complaints afterwards.
I haven’t believed in it for years further back than that. Thurmond in South Carolina comes to mind as well as other long term brain dead congress critters!

Had an identical numerical outcome favoured Kloppenburg and Prosser had made the recount request would you say the same thing?
Either that or the Prosser campaign knows that all of their voting fraud occured in locations where there WON’T or CAN’T be hand recounts. That seems more likely to me.
That’s what I thought too when he started whining right off. But he *has* agreed to the hand count in some counties, so Prosser probably believes the votes are accurate. He may be wrong, but an R agreeing to a hand count is unusual.

What’s the big deal. Even if Prosser wins, we can just have a recall next year. There’s now two ways to win, vote your guys in, or recall their guys out.
Just as a rule of thumb, I would opine that:
* primaries are always good (eliminate the “incumbent protection racket”)
* election results should always be counted twice as a matter of course.

I agree 100%. Especially after Jeb Bush called the Presidency from Florida before votes had even started to be counted.
Fortunately, many of the places that will stick the ballots through the machine again for the recount also allow the recounters to examine the ballots as the machines recount, so there *will* be a hand recount of the ballot, kinda.
Other countries count the night of the votes with results known.
Compare that to this process, what 2 weeks, just to request a recount . No time for hanky panky there.
Just wondering, but wouldn’t those “black box” reporting machines have the same error ratio for every ballot, regardless of the person selected? Is it the assertion here that someone has insidiously programmed it to accept all R votes as is and somehow manipulate a portion of the D votes?

electronic vote counting is rigged, always has been rigged, always will be rigged. anyone believing it is legit, no matter who wins, is a fool.

Black box voting is awesome, it can never fail because its a machine right. Just like my iphone that never drops calls or sputters and crashes. Or like my vehicle that never needs maintenance or calibration. Set it and forget it like all my Ronco products.

There has been alot written about the problems with these machines. As well as the connections between the makers of some of those machines and the conservative movement. Google Diebold and voting irregularities.

We just know he’s as partisan as he is. If the Democrats found 14000 votes he’d be asking for a recount, same as we are, except that he’d also be screaming like a banshee and complaining about ACORN and Soros.
