Amid high but nit uniformly high turnout, voters took to the polls today in Wisconsin in six recall elections against Republican incumbents of the state Senate. The stakes are pretty simple: if Democrats manage to flip three of these seats, they take control of the Senate (provided they hold two incumbent seats in recall elections next week, as expected).
The six elections are in all corners of Wisconsin, but most of them are in districts that are more conservative than the state as a whole. The one exception to this is District 32, where Dan Kapanke represents more of a split district that went pretty strongly for JoAnne Kloppenburg over David Prosser in the April state Supreme Court race, the last high-profile election in the state.
Kapanke is seen as the most threatened incumbent today, with all the polls that have been taken showing him losing to Rep. Jennifer Shilling (D) by a margin well outside the margin of error. The other races are seen as mostly a tossup. Here’s a detailed look at the six Senate districts.
I’ll be updating throughout the night. The polls have just closed.
…Here are the six elections, specifically:
SD-02: Robert Cowles (R) vs. Nancy Nusbaum (D)
SD-08: Alberta Darling (R) vs. Sandy Pasch (D)
SD-10: Sheila Harsdorf (R) vs. Shelly Moore (D)
SD-14: Luther Olsen (R) vs. Fred Clark (D)
SD-18: Randy Hopper (R) vs. Jessica King (D)
SD-32: Dan Kapanke (R) vs. Jennifer Shilling (D)
As I said, Kapanke is the most threatened. King may have a slight edge over Hopper, but polling has showed it tightening. The Olsen/Clark and Darling/Pasch races are a flat tossup. And the Harsdorf and Cowles races have a slight edge to the Republicans. But those are based on polls, and there haven’t been many. Polling in a midsummer, unscheduled recall election is not entirely reliable, especially given the unusually high turnout today. The modeling is just unpredictable. So there’s a lot of uncertainty about tonight’s results.
…Democrats in Wisconsin allege that Republicans and the Tea Party broke the law with illegal coordination on phone-banking.
…The other point to make is that this could be short-lived. Today Walker signed redistricting legislation that will change the maps for these seats. They are very gerrymandered maps, that immediately take some of these Democratic challengers out of the districts in which they are running, and will make it harder for them to hold the seats if they win. And all of these races will be up again next November, in the 2012 elections.
…OK, a part of the district came in pretty heavily for Rob Cowles in SD-02, he has a 94-6 lead with 1%. This is literally with 35 votes in; Cowles is up 33-2.
In SD-14, Fred Clark has a 56-44 lead on Luther Olsen with 1% in…. now 52-48. Again, the numbers here are in the hundreds of votes.
SE Wisconsin Patch has some pretty good numbers for Alberta Darling. Not a great sign.
…According to Chris Bowers, those two precincts where Fred Clark leads Luther Olsen by 12 votes went for state Supreme Court Justice David Prosser last time. That’s a good sign.

SD-8: 2/92 precincts in

These numbers are too early to extrapolate yet.
…as David Nir points out, 5 of the 6 Democratic challengers have to outperform JoAnne Kloppenburg in order to win tonight. Here are the numbers:
Clark needs to outperform JoAnne Kloppenburg’s April numbers by about 4.5%, but he’s only around 0.5% better right now [...] As for the other Democrats, compared to the KloJo April numbers, Nusbaum needs 7.7; Pasch 7.5; Clark 4.6; King 3.0.
…these numbers are decidedly not good. It’s early, but there are some pretty ominous warning signs.

Looking fairly disastrous at the moment. A lot of right-wing money came into these races late. Still very early, however.
…The Cowles and Harsdorf races are very close to being able to be called. Almost half of the precincts are in in each race, and Cowles (57-43) and Harsdorf (59-41) are up comfortably.
The Clark/Olsen race looks a little better; with 37 of 126 precincts in, Olsen leads by just 51-49. He’s up by less than 300 votes.
…Jennifer Shilling has taken the lead in SD-32, by 51-49 with 29/119 precincts in. And LaCrosse isn’t in at all.
I think Shilling will pull away, and I think Cowles and Harsdorf will win. It comes down to those last three races. Democrats need 2 out of 3.
The reason I think Shilling will pull away is that LaCrosse County isn’t in yet, and that will bring her home. But if you compare these numbers to how these districts voted in April in the Kloppenburg/Prosser race, the Democrats are underperforming.
…On MSNBC, John Nichols says that many of the bigger cities have not reported because there were hourlong waits at the polls at 8:00 when they closed. If you were in line at 8:00 you could vote. Perhaps a silver lining as we watch the returns.
…Nichols describes the race as money (for the Republicans) versus people (for the Democrats). Says there were lines around the block in Portage to vote.

Cowles and Harsdorf are going to win. With LaCrosse out, I believe Shilling will win. You’re down to those last three races, and if Dem-friendly areas are reporting late, anything can happen.
…And the AP calls the first race of the night, for Rob Cowles. That was always going to be very difficult to win.
…A big dump of precincts from Milwaukee County just gave Sandy Pasch the lead in SD-8 over Alberta Darling. She’s up 57-43, with just 15/82 precincts in.
…It’s early these two races, but Pasch and King look to be performing above trend. Clark is slightly below. If Pasch and King can pull it off, and Shilling holds, that’s three. But we’ll see, still early in the Pasch and King races.
…Harsdorf has been called in SD-10. So two to the Republicans. Democrats need to win three out of the last four. I think they’ve got one in the Shilling race in SD-32.

…Jessica King has taken a 96 vote lead on Randy Hopper now. It’s still pretty early. 21/108 precincts in.
…It looks like Fred Clark is going to lose here, there are conflicting reports on a call. So it’s going to come down to the final three races. Democrats are currently up in all three. That would get them the state Senate.

…Shilling is starting to pull away, up 55-45 with 54% in. The AP isn’t calling the Luther Olsen/Fred Clark race because Clark’s hometown of Baraboo is out.
…In SD-18, all of Fond du Lac County (red) just came in, Randy Hopper got 1,800 votes out of it. It’s 51-49 Hopper but all the outstanding precincts are in Winnebago, where Jessica King has led all night. She’s 576 votes down.
…King is now ahead of trend, where she needs to be to win SD-18. It’s going to come down to the wire. Shilling looks fine, only LaCrosse County is out (favorable territory) and she’s up comfortably. The Pasch-Darling race does not have enough votes in yet to make a calculated guess.
…Important: the Pasch-Darling race includes 10 as-yet-uncounted districts from our favorite, Waukesha County. Eek.
…AP has called SD-14 for Luther Olsen. So that’s three for the Republicans, the Democrats need to sweep the other three. The latest.

SD-18: 90/108 precincts in
Hopper 51, King 49
SD-32: 97/119 precincts in

King down 534 votes with 18 precincts in Winnebago County to go.
…And King goes ahead of Hopper by 137 votes! 14 precincts to go, all of them in favorable territory. Looking pretty good for her right now.
…AP just called the race for Jennifer Shilling in SD-32. So two races left, Dems now lead in both.
…Pasch just got a big boost from Milwaukee County, she’s up 58-42. But she’s running out of friendly precincts, and there are still those 10 precincts out in Waukesha. Does anyone get a good feeling seeing those sitting there?
…OK, so here’s where we’re at:
SD-8: 52/82 precincts in
Pasch 51, Darling 49
SD-18: 94/108 precincts in
King 50, Hopper 50
The precincts out in the King-Hopper race are all in King-friendly territory. King has a 137-vote lead. In SD-8, there are 30 precincts out: 15 in Milwaukee County, friendly to Pasch, 15 in Ozaukee and Waukesha, friendly to Darling. Pasch has about a 900 vote lead.
…OK, so this looks to be coming down to Alberta Darling and Sandy Pasch. Jessica King just took a lead of 1,100 votes and I believe there are only three precincts in Winnebago County left to count.
…Here’s where we’re at. Republicans won three seats. Democrats won two. The final seat is Alberta Darling versus Sandy Pasch. Pasch has a 900-vote lead. Half the precincts out are in Milwaukee. Half are in Waukesha and Ozaukee. It’s a total nailbiter.
…MSNBC calls it for Jessica King.
…Three more Milwaukee precincts came in, Pasch got some more for her cushion. Waukesha still out. 55/82 precincts in:
Pasch 23,451 52%
Darling 21,713 48%
…Pasch is up 1,107 votes with 26 precincts left: 12 in Milwakee, 4 in Ozaukee, 10 in Waukesha.
…OK, the Waukesha County results are mostly in. 65/82 precincts in.
Darling 30,394
Pasch 27,766
OK, so 2,600-vote lead for Darling. But at this point, 12 of the 17 precincts left out are in Milwaukee, where Pasch is up 65-35 today. This is still doable.
…The Democratic Party of Wisconsin alleges “tampering” in Waukesha County. Here we go again.
The race to determine control of the Wisconsin Senate has fallen in the hands of the Waukesha County clerk, who has already distinguished herself as incompetent, if not worse. She is once more tampering with the results of a consequential election and in the next hours we will determine our next course of action. For now, Wisconsin should know that a dark cloud hangs over these important results.
…Now it’s about a 3,100-vote lead for Darling, with 16 precincts reporting, 12 in Milwaukee.
…Another precinct in Ozaukee County in, another 700 vote margin for Darling. This is getting to be too big a margin to make up in Milwaukee.
…The unofficial Milwaukee final numbers will bring Pasch up short. Looks like Waukesha wins out again. Darling may get called tonight.
…I’m out. I’ll have a full report tomorrow. But it looks like we came up just short.

I am biting my nails here, far, far south of Wisconsin, hoping for good news.
Most of all, hoping that good news will give some backbone to Dems in Congress, who will at last realize that standing up for something is far more “popular” with voters than constant caving on principle.
Like Maddow and Robinson just said, a lot of the enthusiasm in Wisconsin is simply for the fact of the fight…they’re fighting back against the electoral coup of Walker’s Republicans, and that’s keeping them going.

This may be a complete outlier, but the second I heard about the S&P downgrade (even before all the hysteria & nonsense that followed), the first thing I thought was – damn, there goes the recall. Sure it’s a bit of a stretch to imagine that S&P’s motives had anything to do with a small state situation, but it aligns nicely with the need for the MOTUs to nip any progressive resurgence in the bud.

I almost couldn’t. I hate these things when the host and guests are all yelling over each other. I have no idea what points any of them were making. At least Rachel and KO are relatively calm and respectful. Dylan may be making points I agree with 100% but I’ll never be able to extract it from the yelling.
Well, it doesn’t look good, but consider. The reporting is in from small places, judging by number of polls/precincts whatever. smaller places tend to be more conservative, I expect more Dem votes from cities.

Every time the Republicans steal an election they have a cover story and people buy that story instead of investigating the theft.
Obviously the cover story for the Wisconsin Recalls will be the amount of money the Koch people spent. They did, but if we don’t insist on an investigation of these elections and just accept the cover story It will be just lousy.

damn – I was out all day in berlin and ripon, GOTV from lists. I don’t knwo where the names fully came from, people that signed recalls petitions I am sure, but also independent voters (and probalby dems).
I felt pretty good from what I heard in the field – its still early, but if we are approaching 50 percent reporting in dist 14 and olsen is up 10, I have to be depressed.
I can understand if we don’t get olsen – he has to run next year anyhow, but if we don’t flip three, I won’t even post what I think will happen.
Is there any source or does anyone have info on what is outstanding in 14 and likelyhood that it will help Clark catch up?
I’m hoping he’s watching the returns with the folks he’s been pounding the pavement with during the GOTV effort… Or maybe in a ballroom somewhere with one of the candidates…

AP has called Districts 2 and 10 for the incumbent GOP. They’re close to calling 14 for the GOP as well. How many did we have to win to take the Senate?
The Tea Pary had the financial backing of right-wing corporations. Lately, I find myself thinking more and more “little fish meet big fish”.
At the most, we’ll win two. And I’m not at all optimistic about that. So what’s next? I’m not kidding when I suggest that we begin voting for the most extreme Republicans we can find. It’ll take something big to truly wake up the American voters and bring them to the streets, so maybe the smart move is to try to hasten that.

The Dems (OBAMA) are in charge and the American Economy is officially no longer number one! (According to a corrupt financial company – but an idea bolstered by legions of Repubs/Dems and media.) I’m always amazed by how few people care about exit polling as a way to check on the veracity of the published results, and at how peoples’ eyes glaze over when you try to explain how easy it is to manipulate the Diebold accu-vote system and the optical scan system (like those used in WI) at the points of information collation.

This is nothing less than a disaster. I’m glad that we picked up on, maybe two. But the national press is going to spin and spin to the right.
I think until we put all of our focus into setting up safe-guards for fair and accurate elections, then we’ll never make any real progress. We HAVE to have verifiable results. We can work and work, but we’ll be going uphill with a ten pound weight on our backs the entire way.
I do not believe that this country is as conservative as recent elections seem to show. But without accurate results, we’ll never know for sure one way or another. And if the GOP is truly stealing the elections as many of use believe, then we’ll never win if we continue to play under their rules for monitoring elections.

Even we we pull out the last 3 wins (unlikely as only one is called for the Dem) , next week two other Democratic incumbents face recalls — Sens. Robert Wirch of Pleasant Prairie and Jim Holperin of Conover.
And the GOP pointed out how they control with the prior new ID law and voting difficulties, as well as with Walker today signing into law a new Republican-drawn legislative redistricting maps that could mute any Democratic gains after next year’s elections.

In 1977, Philadelphia voted on a charter amendment that would have allowed Frank Rizzo (ex-police chief) to remain Mayor for Life. Vote was extremely close; many precincts held out their vote count for hours. I was a poll watcher in a North Philly precinct working for an independent good govt group (i.e., white liberals, law students, defense attorneys, etc.).
That was when I learned that it’s a reasonable working hypothesis that the vote count in any large city is corrupt on all sides and that votes will be held back as long as possible in order to attempt to determine the outcome (i.e., “adjust” the count to what is needed).
That’s a reasonable hypothesis for Waukesha (10 precincts held back) & Ozaukee (4 precincts held back), but it’s also a reasonable hypothesis for Milwaukee (12 held back).

As of the moment, with 68 percent of the vote tabulated, Democratic challenger Sandra Pasch holds a narrow 51-49 lead over long-term incumbent Sandra Darling (raw votes: 23,804 v. 22, 693). I don’t know enough about the district to say if this bodes well or ill.

Nope… the solution is the opposite, with results tallied and posted at the precinct level before being tabulated at central… your solution of central control of all tabulation means that when something goes wrong, whether by mischance or malfeasance, then the entire count is thrown off with precious little recourse or remedy.
Results should be hand-counted where paper is used and regardless of that should be posted at the precinct level before anything is transmitted or transported anywhere.
And that also puts a stop to the Waukesha-style bullshit.

District 32 still has six precincts not reported in La Crosse County where the Democrat was already declared the winner (by AP). Other than La Crosse, all three of the other counties with reporting delays/problems are in District 8 (Milwaukee 12, Ozaukee 2, Waukesha 1). So the magical lady in Waukesha is not the only slowpoke in her District.

In the Philly suburbs we called it “East Jpip.” Must pronounce all the consonants in “Jpip.” But no, redistricting and precinct drawing are done along similar rules to ensure roughly equal numbers in each type of voting division (plus or minus some statutory percentage, like 5%).

The ultimate win is not going to happen for Democrats tonight, but the problem is when you enter into every fight with an all-or-nothing mentality, you’re always going to be disappointed. Two democrats won tonight. That’s two seats they didn’t have before tonight. No, it doesn’t give them the majority, but that was always going to be an uphill battle. And if you somehow thought Democrats were going to sweep all 6 seats, you’re not living in the real America, which is a more conservative than liberal.
I think Wisconsin should be grateful for what they got. Against unimaginable spending, this is really the best they could hope for. Now you have to hope the two Democrats hang on to their seats and that Republican Dale Schultz is a reasonable Republican who will vote occasionally with the Democrats.

Milwaukee already delivered an 8,500-vote plurality from the 39 precincts that did report. The really tough part is squeezing another 4,600-vote plurality out of the remaining 12 precincts. See how that gets harder as the unreported precincts dwindle?
Milwaukee is essentially being asked to crank out 13,000 more votes for the Dem than for the gooper when all is counted & reported. A 13,000-vote edge from just one county, when none of the other entire Districts had winning margins of that scale, whichever party won. That’s the kind of hopeless arithmetic that Nate Silver specializes in.
We don’t know what the turnout was, at least I have not seen any exit polling that would help estimate turnout. Whatever Nate Silver was using probably included historical turnout stats.
Ozaukee still has one district to report. Wanna bet that they come in after Milwaukee?
Unless there are more than about 14,000 votes in Milwaukee yet to be reported, it’s unlikely that the deems can take over the lead.

Well because the numbers just don’t add up. Waukesha and Ozaukee are heavily GOP so they should win by a lot. I’m sure they steal votes, but 5k votes in where only 15-20k people vote? Why are we always looking “over there” when we have our own people with their hands in our back pocket? Why were the first 39 precincts in Milwaukee 63-37 but then the last group were 50-50?
Would you please elaborate a bit, I live here with neighbors who happen to be Republicans, though grossly ill informed, they’re trying to raise families themselves, but, they are also volunteer firefighters, volunteers at the senior center and at a few other places along those lines.
We are pretty evenly split politically, we just happen to have a half-dozen or so assholes making the decisions on state policy.

I was totally shocked at the outcome of these recall elections, having been there when the wave hit. It bodes ill for all of us hoping for a different outcome next year. Whatever happened in terms of voter fraud and disenfranchisement, one of the strongest locations to send the message that what’s happening in this country is in total disregard of what the majority wants did not deliver on the threat. Walker and his minions will be safe for the foreseeable future, just like Cantor, Ryan and the rest will be safe for the foreseeable future. When disapproval of Congress is at 82% and 55% of voters asked would re-elect their Congresscritter, we’re in for the long haul for the destruction of the USA.
