Here is a summary of the American Jobs Act that the White House is putting out. I don’t have a ton of time to analyze it right now, but much of it will be familiar, albeit with a few new wrinkles. There’s $35 billion for state fiscal aid, which is somewhat robust and good bang for the buck in terms of saving jobs. All in all there’s $105 billion in infrastructure/public works (that includes a replenishing of the Neighborhood Stabilization Fund, which helps address the foreclosure crisis). And there’s an attempt to restart the TANF Emegency Fund with $5 billion or so. That’s on top of the $170 billion for the payroll tax cut and extending unemployment insurance. So all in all, back of the envelope says about $315 billion.
UPDATE: There are apparently a couple things missing from this, which could add to the cost by as much as another $100 billion. There’s an employer-side payroll tax cut component for small business, up to 3% with a limit on the first $5 million. There would also be a tax break for hiring new employees, a tax break for hiring long-term unemployed or veterans, and 100% expensing of business equipment and costs. So most of the additional spending is on the tax side. I haven’t seen a breakdown of that total cost, though it sounds extensive.
I’ll put the summary here, and on the flip some excerpts from the speech.
American Jobs Act – President will lay out the details tonight and will submit the actual legislation next week. He’ll call on Congress to pass it immediately.
There are five major categories:
1) Tax Cuts for Small Business
a. Payroll Tax Cut2) Putting Workers Back On the Job
a. Fund to prevent teacher layoffs and first responder layoffs – $35 billion. $30 billion would be used to prevent teacher layoffs and would be distributed using Title I formula and not given to Governors with great discretion as was done before. $5 billion for first responders to be distributed through COPS and Safer Communities.3) Rebuilding America
a. $30 billion investment in School Construction – to be distributed to the 100 neediest school districts
b. $50 billion in infrastructure – $5 billion for TIGER IV and TIFIA
c. $10 billion for an infrastructure bank – open to projects from both the public and private sectors
d. $15 billion for Project Rebuild – formerly Neighborhood Stabilization – addressing foreclosures and vacant commercial properties4) Pathways Back to Work – $5 billion
a. Extend UI
b. 1/3 summer jobs; 1/3 TANFF Emergency and 1/3 Innovation Fund for Training5) Plan is fully paid for.
a. President will look to the Super Committee to identify $1.5 Trillion plus additional savings which will pay for the plan.

The people of this country work hard to meet their responsibilities. The question tonight is whether we’ll meet ours. The question is whether, in the face of an ongoing national crisis, we can stop the political circus and actually do something to help the economy; whether we can restore some of the fairness and security that has defined this nation since our beginning.
Those of us here tonight cannot solve all of our nation’s woes. Ultimately, our recovery will be driven not by Washington, but by our businesses and our workers. But we can help. We can make a difference. There are steps we can take right now to improve people’s lives.
I am sending this Congress a plan that you should pass right away. It’s called the American Jobs Act. There should be nothing controversial about this piece of legislation. Everything in here is the kind of proposal that’s been supported by both Democrats and Republicans – including many who sit here tonight. And everything in this bill will be paid for. Everything.
The purpose of the American Jobs Act is simple: to put more people back to work and more money in the pockets of those who are working. It will create more jobs for construction workers, more jobs for teachers, more jobs for veterans, and more jobs for the long-term unemployed. It will provide a tax break for companies who hire new workers, and it will cut payroll taxes in half for every working American and every small business. It will provide a jolt to an economy that has stalled, and give companies confidence that if they invest and hire, there will be customers for their products and services. You should pass this jobs plan right away.

Why do I do this to myself? I always tune into this shit with some hope that he’ll surprise us. That prospect is very troubling indeed. But in the end the voters will determine the future of SS. NOte though that seemingly everyone already believes SS is contributing to the deficit, and further medicare is also not fully funded. Part B gets most of its annual funding from general revenue. To preserve SS we need to elect a bullet proof congress. Left to the thugs the future is insecure, no matter what you do today. Someone like Perry would kill the whole thing.

Substantively, this plan is expected to make <1% difference in GDP growth. According to Okun's law that means <0.5% decrease in unemployment. Would you accept permanent Medicare and Medicaid cuts for that? I wouldn't.

They are not only trying to steal the Social Security Trust surplus, but it looks like the Postal Service money also. If you’ve been listening, they want to lay off 120,000 postal carriers, stop Sat. service and close branches. It came out yesterday, there is a big surplus. In 2006, they made the Postal Service prepay health insurance 75 years in advance. There is 50 or 75 billion dollars in this prepaid fund. There is also supposed to be another pile of money belonging to the Postal Service. I heard it on the NewsHour last night and here http://www.truthout.com/last-union/1315492298. Looks our government is going to clean out all the loose change hanging around in Funds. Maybe that’s the change Obama was talking about.

Zinn goes thru the whole part of history for which polls are available and looks at policy vs. polls. In U.S. foreign policy there is NO relationship bet policy & polls except when USG can pump up patriotism at the beg of a war. Even during WWII, there were plenty of draft dodgers, COs and all sorts of other forms of resistance. Also plenty of labor strikes.
In dom policy, results are a little more mixed, but very often polls show voters want something entirely diff from what they get.

Krugman said the first stimulus was 750 billion and was only 1.5% of GDP and we lost 6%. Half of that was tax cuts.
This one is half of that and he will extract 1.5 trillion in savings to pay for it.

All I can do is hope for the best for jobs for thousands of Americans. Obama put out a plan. Troubled, though, that he spoke of medicare cuts specifically, yet did not speak specifically of cutting the Bush tax cuts to the most wealthy. He will never do this as he said he wanted to during his campaign. For the rest of my life, I will never forget nor forgive this lie. The government borrowed–took–billions of dollars from Social Security and they don’t want to pay it back. Instead of paying it back, they will screw SS and us. Effective way to renege on a loan.

Remember that “fully paid for” does not mean within this fiscal year but in the 10-year plan that the joint committee will come up with. So the battles are not only about where to cut, but when. And the little neutron bomb if they don’t agree–it goes off in January 2013, right when who ever wins the government in 2012 takes office. I found that little bit of mutually assured destruction rather interesting.
If the President does indeed take this argument to every part of the country, I hope he gets a good idea about what people want. That is, I hope he listens more than he does speeches.

Madrick mentioned this several times on KO. We don’t really know when this will be paid for. It is bad enough if SSMM pays for it but the plan is worthless if it gets paid in the next two years.
My understanding is that the jobs program targeting the long term unemployed is based on a Georgia program. And that Georgia program is terrible. Most of this bill seems to be tax cuts that won’t create jobs and a jobs program that creates temp minimum wage jobs. I can’t say this is a good thing.

I think Madrick noted on KO that this is a dumb stimulus as opposed to directly hiring the unemployed. Wray and Kelton floated an idea today to go back to the old WPA style, by letting government hire anyone who wants a job. So too did Tcherneva on New Economic Perspectives. But those are bold ideas, O is not into bold.

Well, we’ve seen him get “tough”. After proving with his empty rhetoric that he knows what people are saying, it’s more tax cuts, Medicare, Medicaid, SS on the table, State-budget sized stimulus (even less for real work) programs, more trade deals, and more power to the SuperCongress to gut more. We should start sending the White House and Congressional Democrats packing boxes. And more, decide to do something about it. It’s time to start talking solutions: Green Party, Socialist, a new party, whatever works. It’s useless to get steamed over people who just don’t care. 14 months to the elections. Time to move on.
Although I always knew that O was a bad dude (but not HOW BAD and actually EVIL he is) it takes awhile for me to catch on to his (barely) hidden agenda. So back in 09 when he was doing the stim, but talking about the need to balance the budget later, I kept typing that was an inchoate economics policy. After all, prez has bully pulpit and shouldn’t waste it by putting out 2 contradictory messages at the same time. Especially in circumstances when so much hangs on his every word. I didn’t realize back then that Osterity was the real message.
A couple of years later, I see the “hidden” agenda more clearly, though he has multiplied his efforts to hide it.

I don’t see how you can even begin to target the long term unemployed when you have so many other people unemployed. They aren’t going to get hired until people who are more employable are hired back. Even a leftie like me knows that! And those among the long term unemployed who actually have education and skills are people over 55 and for them he offers increasing the retirement and medicare eligibiity ages. It’s crazy. How do you expect jobs to open up for young people when you are terrorizing everyone over 50 into believing that Social Security and Medicare aren’t going to be there so they better keep working even if they can afford to retire. I work with people who are 66, 68 and 70 who have jobs that would be just ideal for someone 25 but they are afraid to retire.

Voting rights and regulations are state matters, and there are 50 states here. Congress, the WH, Judiciary, and the 1% have figured out that too many states, where all the people actually reside, are powerless because they cannot form a coalition and challenge anything the federal government enacts.
When there were fewer states, states had more power.

Social security, Medicare and Medicaid have been targeted as scapegoats for the financial crisis. The proposed cuts and even calls for the elimination of these programs from creeps like Perry and Paul are secondary at this stage in the process – the primary thing at this stage is to wage this massive propaganda war to remove the real causes of the financial crisis from consciousness and political discourse.
In the end they’ll get everything they want, just as George Carlin predicted in his famous “American dream” rant.
We keep fighting for voting reform. They got rid of electronic voting machines where I live and went back to paper ballots because of public pressure (So. Florida) Unfortunately, the paper ballots are electronically scanned. Still, it is some progress.
Just recently I found out why there was a problem with “hanging chads” in 2000. Some of the election supervisors’ offices received punch cards with a heavier weight than in prior years. This made it much more difficult to punch the chads all the way through. This primarily happened in heavily populated counties. Electronic voting machines were intended to resolve this problem (problem – reaction – solution).

There are already many people who are sowing seeds all across the country, primarily on public properties. And, community gardens are growing by leaps and bounds.
It seems there will be an anti-discriminatory clause in the bill that prohibits discrimination against the unemployed just because of the fact of unemployment. What the enforcement mechanism will be will be interesting to see in view of the many ways that employers can still discriminate against minorities and women with impunity.

The whole point of this exercise is to curtail Social Security and Medicare. That is Obama’s Mission #1, the “Nixon in China” reason he was designated president. His job is to eviscerate the very limited American social safety net, of which Social Security and Medicare are the centerpieces. Also, as I understand it, the “Georgia plan,” by having the unemployed work for free, guts the unemployment insurance program as we have known it since the 1930s. Obama’s new jobs bill is a neat way to accomplish these goals. By proclaiming the new initiatives to be revenue neutral, Obama is using cuts in Social Security and Medicare to pay for the jobs initiatives. As pointed out above, the job initiatives are mostly temporary, while the cuts to Social Security and Medicare would be permanent.

Solve SS by raising cap to 250k from 106k or taking cap off totally, end the wars now, go to public option in least and single payer at best, release 7 milion gallons per week from SOS and crush gas speculators then when gas price spikes down put a $1 tax on it which goes 100% to alternative fuel instead on in Exxon pocket. Add 25% tariff to all goods produced outside of America Most importantly tax capital gains and dividends as regular income which would all but solve revenue crisis.
Have a platform of the proposals above and win with 65% of the vote. Protect Granma by “saving” SS the rational way, support the troops by bringing them home, pay for green energy thru tax on fuel that costs consumer zero from current prices by smart use of strategic oil supply, solve the health care crisis by putting the health insurance companies that do nothing but add 30% to the cost OUT of business.
Have proposals and programs that make sense to the average American and like the “Field of Dreams” BUILD it and they will come…..

This speech was important because it established in the most unequivocal way possible that the Democratic Party is now the cut Medicare and Medicaid party. Previously this had been insinuated and mentioned briefly, but this speech included an unambiguous rejection of the traditional line of defending Medicare.
With this address, we can now firmly conclude that we have two parties that want to cut Medicare and Medicaid (as well as Social Security, which these payroll tax cuts make all the more expedient) and precisely no major parties that stand in defense of these programs. In fact, simply arguing on behalf of the status quo for Medicare is now an ultra-liberal position. Arguing that we should actually expand the program, as even Lieberman seemed to consider briefly before remembering who he works for, is now off the political map entirely. You have to be a Marxist revolutionary to advocate *lowering* the Medicare eligibility age, let alone propose expanding it to all Americans.
. The speech is consistent with President’s approach to dealing with congress to date — take Republican positions as the starting point. We know what that usually leads to.

But we won’t cut Medicare.” Then the Harry Truman maxim kicks in on a far wider level than it did, even, in 2010: “If you give the people a choice between a Republican and a Democrat who is acting like a watered down Republican, they will pick the Republican every time.”
Mind you, I don’t think the Republican leadership has the smarts or the stomach to do that, but I’m sure some of their strategists will suggest this.
We Democrats, however, are clearly much, much dumber than the Republicans. This plan seems designed to fail in Congress, and may exist only to provide Obama loyalists with an excuse, i.e., “the President tried to do something but the mean Republicans stopped him.” The time to do something already passed.
If we Democrats don’t kick Obama out now, he’ll be kicked out in the 2012 election anyway, and all blame for the weak state of the U.S. economy will have been successfully shifted from the Republicans to the Democrats. We should be treating Obama as if he were a mole for the Republicans, because that is the net effect of his governance.

This will be used as “evidence” not that funding was cut but that Social Security benefits cannot be sustained because it’s just too expensive.
